We hear that a number of eligible providers did not meet the October 1, 2014 deadline for Stage 1 Meaningful Use\/Year 1.<\/p>\n<p class=\"p1\"><!--more--><\/p>\n<p class=\"p1\">The top question doctors are asking is:<\/p>\n<p class=\"p1\"><b>What does not attesting mean for physician practices in terms of Meaningful Use penalties and incentives?\u00a0<\/b><\/p>\n<p class=\"p1\">The good news is the Centers for Medicare &amp; Medicaid Services just reopened the Hardship Exception option for 2014 Certification with a new deadline of <a href=\"http:\/\/www.cms.gov\/Regulations-and-Guidance\/Legislation\/EHRIncentivePrograms\/PaymentAdj_Hardship.html\"><span class=\"s1\"><b>November 30, 2014<\/b><\/span><\/a>. This means you still may have an opportunity to avoid cuts to your 2015 Medicare payments. You can start the process online by completing the 4-page<span class=\"s2\"><strong> <span class=\"s1\">2015 Hardship Exception Application<\/span><\/strong>.<\/span><\/p>\n<p class=\"p1\"><b>\u2018Payment Adjustments\u2019 Could Accumulate<\/b><\/p>\n<p class=\"p1\">If CMS does not accept your exception, at this point your practice could face financial consequences starting January 1, 2015. CMS outlines the<strong><span class=\"s2\"> <a href=\"http:\/\/www.cms.gov\/Regulations-and-Guidance\/Legislation\/EHRIncentivePrograms\/Downloads\/PaymentAdj_HardshipExcepTipSheetforEP.pdf\"><span class=\"s1\">Meaningful Use penalties<\/span><\/a> <\/span><\/strong>(they call them \u2018payment adjustments\u2019) for Medicare eligible professionals.<span class=\"s2\">\u00a0\u00a0<\/span><\/p>\n<p class=\"p1\">If you\u2019re a Medicare eligible provider and missed 2014 attestation for Stage 1\/Year 1, CMS plans to withhold a portion of your Medicare physician fee schedule (PFS) each year. A 1% &#8211; 2% decrease in 2015 could accumulate going forward, with a <strong><a href=\"http:\/\/www.cms.gov\/Regulations-and-Guidance\/Legislation\/EHRIncentivePrograms\/Downloads\/PaymentAdj_HardshipExcepTipSheetforEP.pdf\"><span class=\"s1\">CMS penalty schedule<\/span><\/a><\/strong> that withholds up to 5% of PFS each year starting in 2019.<\/p>\n<p class=\"p1\">Interestingly, precise percentages depend on whether or not 75% of your eligible professional peers successfully become Meaningful Users.<\/p>\n<p class=\"p1\">(If you\u2019re a Medicaid eligible provider who can only participate in the Medicaid EHR Incentive Program and do not bill Medicare, you\u2019re not subject to these payment adjustments, CMS says).<\/p>\n<p class=\"p1\">\u201cIs Medicare\/CMS going to penalize 60% of physicians is the main question,\u201d said\u00a0Mark R. Anderson, FHIMSS, CPHIMS and CEO of\u00a0<a href=\"http:\/\/acgroup.org\"><strong><span class=\"s3\">AC Group, Inc.<\/span><\/strong><\/a><span class=\"s4\">, <\/span>a\u00a0healthcare technology advisory and research firm.\u00a0Approximately 267,000 physicians have successfully attested to Stage 1 so far, he explained.\u00a0\u201cThis is only about 40% of physicians.&#8221;<\/p>\n<p class=\"p1\">This makes it more likely CMS will reduce Medicare payments based on their\u00a0<a href=\"http:\/\/www.cms.gov\/Regulations-and-Guidance\/Legislation\/EHRIncentivePrograms\/Downloads\/PaymentAdj_HardshipExcepTipSheetforEP.pdf\"><strong><span class=\"s3\">proposed payment adjustment<\/span><\/strong><\/a><span class=\"s4\">\u00a0<\/span>with fewer than 75% of physicians attesting for Meaningful Use.<\/p>\n<p class=\"p1\">Outside achieving a year 1\u00a0<a href=\"http:\/\/www.cms.gov\/Regulations-and-Guidance\/Legislation\/EHRIncentivePrograms\/PaymentAdj_Hardship.html\"><strong><span class=\"s3\">hardship exception<\/span><\/strong>,<\/a> \u201cIf you have not stated MU stage 1 yet, it is too late for 2014,\u201d Mr. Anderson told CareCloud.<\/p>\n<p class=\"p1\"><b>Easier Attesting Through Technology<\/b><\/p>\n<p class=\"p1\">Electronic health record systems certified for Meaningful Use can make attesting easier.
